I know of no such rule.
Even if there was one, I'm pretty sure it would have no relevance where there was no kerb.

Most councils won't entertain the idea if other options are available.

The other problem for the OP is that they would not put a disabled bay in a position that would block existing drives.0

There do not have to be kerbs in a cul-de-sac or small residential roadway, or Country lanes, etc. A lot of places have no kerbs or pavements.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
