I wouldn't rely on GPS spot readings - the GPS tends to under-read if it has glitches, e.g. if you drive through trees (or valleys) it doesn't get an accurate location so it approximates. From observation this can lead it to under-read, and then when it sorts itself out it doesn't admit to its error.
To play the role of the self-righteous brigade, needing a run up wouldn't be a good excuse, the speeding offence is absolute.
However, you'd need to see your speedo reading at least 36 on just about any car to actually get a speeding ticket (30mph + 10% + 1mph is ok, 35mph is ticketable speed, and just about any speedo over-reads by 1mph). So you really have to be deliberately ignoring a speed limit to get done - typically the risk of the ACPO guideline driver is driving to +10% of the speed limit and then getting careless.0 -
Does this make me part of the self-righteous brigade? -Driving up a hill should involve changing down the gears to maintain a legal speed, as measured from your speedometer and not the notoriously unreliable GPS. Depressing the accelerator to maintain momentum uphill, will increse your speed.
Having said that, I repeat other advice: you will not receive a NIP for 33 in a 30 limit. Stop worrying.I think this job really needs
a much bigger hammer.

How so?
That allowed margin is 110% + 6.25 mph.
At an actual 29 the indicated speed can range from 29 to 38.
A speedo reading 38mph at 29mph would be illegally inaccurate at about 30% out.0 -

Read my post again. The permitted limit is 110% + 6.25 mph.
110% of 29 = 31.9
31.9 + 6.25 = 38.150
