Here's a bit more context from the letter, spelling mistakes and all:

2) some of the adverts normally need consent to be displayed but it is considered that the local
planniong authority would grant consent if an application was submitted. It would not be
appropriate to take enforcement action in these circumstances.
Development Management advised we wouold grant advert consent for all the observed adverts
that do not have deemed consent

It does rather seem to indicate that retrospective consent would be granted, if the landowner applied for it. But equally, that they plan to do nothing if no application is made.
