How to claim for Connecting Flight?

I flew from Manchester to Amsterdam to Tallinn yesterday. There was thick fog at Amsterdam and the flight from Manchester was delayed by an hour, but the flight from Amsterdam to Tallinn was delayed by about 3 hours and 50 minutes because of the weather and logistical reasons.

The ticket was bought via Tripsta, with KLM codes. The Amsterdam to Tallinn part was operated by Air Baltic. Am I correct in understanding that I claim compensation for the full distance of the journey (Manchester to Tallinn) from Air Baltic?

(As an addition, we boarded the plane to Tallinn 1 hour 40 minutes after expected, and then sat there for a further two hours 10 minutes on the plane before take off. We were never offered any complimentary refreshments etc during this time. Is this correct?)

Fog (thick or otherwise) is not the airline's fault, so no compensation is due.

If you needed to buy food or drink during the period when you were delayed, or to spend money using telephone or internet communications, you can probably reclaim these expenses as being the "care" that the airline is obliged to provide.

And the logistical reasons? They were waiting for paperwork of some sort to take off.
