Right guys, my friend sent the 'appeal' letter and it failed unfortunately. It's a real choker

So he's now got another letter, looks like they've used a rather snazzy type-writer style font but they've lost marks on presentation with the print quality... The office inkjet appears to be needed a new cyan by the washout appearance of the 'new offer.'
He's been sent three sheets of bullet points, basically explaining why his appeal failed and citing a couple of recent court cases whereby the keeper has lost etc. The new offer is now £100 and he has 21 days to make his mind up whether or not to pay it or face more increases.
So what's next? Back to the sticky?

Thanks! Yep, read post #5 on the sticky properly now and I'm pretty certain that what he's received is not either an lbc or an mcol...Why is that?
Please go back and re-read the last line of post #8.
Then with the knowledge gained by reading post #5 of the NEWBIES FAQ, tell us whether you have received either of those items.
I'll tell him to just sit tight then and await the next stage. If there is one
