Hi
My son has received a PCN through the post sent to the registered keeper. It says he failed to pay and display and are charging £100 reduced to £60 for early payment. There are 2 pictures on the letter, neither of which are timed, showing his car entering and exiting the car park. There is no picture of his windscreen which would surely be a better way to identify his failure to display. There is a time for entering/exiting the car park on the letter. My son can only find a void receipt where the machine played up but thinks he remembers it being an issue and trying again. Still waiting for him to check bank transactions to confirm ( he's a teenager!!) Is this worth appealing?

Definitely worth appealing. See the NEWBIES FAQ sticky, post #1 which helps you start the process.
Is your son the registered keeper? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Yes he is, what grounds do I appeal on though? It is possible that he didn't have a valid ticket...0

It’s all in the sticky (as above). Not having a valid ticket doesn’t mean there are no appeal grounds. The grounds will be technical and/or legal. They are explained in the sticky. It will need a good read, and maybe more than once.
If this was a single retail store car park, ask the store manager to get it cancelled. If a multi-retail site, you’ll need to find out who the Managing Agents are and complain to them. If a general car park - the landowner. Please note, we are not a legal advice forum. So do i not appeal to Brittania, I've looked at the Newbies FAQ and read about the 'double dip' from the ANPR. How do you know if this is whats happened? The pictures taken are from what i assume is an ANPR as he's entered and exited but like I say the actual pictures arent timed, that is in the wording.0

I have also just read about 'late notice'. The incident happened on the 8th november, the date of the notice is the 23rd November and we received it on the 25th Novemeber. The date the notice was issued is 14 days after the incident and it wasnt received until 16 days after....0

BPA member so just appeal it using the blue text appeal template as KEEPER
if they failed POFA2012 then that is an extra winning point for a popla appeal
if the driver had entered and exited TWICE , that is a double dip
BRIT use ANPR cameras to capture time on site , they are not monitoring the parking bays, just the site , so they assume people are parking and see how long they remain on site
use the template in post #4 here http://forums.moneysavingexpert.com/showthread.php?p=73242562 as they may have failed grace periods AND pofa20120 -
Appeal to Britannia using the appropriate text from post #1 of the NEWBIES sticky thread.
At the same time, complain as described by Umkomaas.0 -
thanks, im looking at the newbie faq. What title does #1 come under? Im still not clear what grounds i'm appealing under?0

look to the top right of your last post above , it says #9
this means it is post number 9
my post is #10 , post number 10
read post number 1 of the NEWBIES thread, the appeal is the blue text template contained in that first post
there are 5 posts of use in that thread0 -
Sorry, been a long day.0
