    An average would introduce the feel good factor. Those stuck with slow speeds feel a little better, as the difference between a max of 17Mbs and 4Mbps is a lot more than between the latter and 9Mbps. Also those getting nearer 17Mbps would feel satisfied that they have a bargain.

    I think Virgin will suffer because they are the ones offering super speeds and yet crawls when it gets busy, it's been on Watchdog and seen it with my own 50mbps line that struggled with iPlayer come 6pm(happened often), the rest of the day, no issue.

    I think it should be average speed in distance bands from the exchange. That way there are figures to properly compare ISPs.

    Not forgetting that you need to separate out EO lines as the Broadband UK scheme only enables fibre on these at a maximum of 30MB.

    This sounds like yet again somebody has decided on a new rule without fully understanding the technology and variances within it. A bit like the not having the line rental as a separate price.

    Wouldn't work in the real world sadly. Your next door neighbour could be a on a separate line to yourself with either a longer or shorter run to the exchange.
