Rented Flat, previous tenant had BT line - how do I get it turned on

Welcome to the MSE forums munkyfaz
Tiscali, like any of the other line providers now in the market can install/reconnect a line. Like the others (and BT), they just have to employ Openreach to do the necessary work.
As that would involve them paying for the work to be done (about £200), they lie to you and tell you they cannot take over your line until you have an operational BT line.
Personally, I'd steer well clear of a firm which lies to me.
Talk Talk do the same BTW - see HERE.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0 -
