multiple PCN & towing

I would be most grateful for advice on my problem please:
on 23 october I parked my car in the usual parking space on a street in Tower Hamlets Borough for which I hold a business parking permit. I had it renewed in august and it was still only placed rather than stuck in the front window. however, the days leading up to the 23rd, I had various visits to garages for MOT, servicing and tyre replacements. as a result for some reason the parking permit was on the floor rather than in the window, i.e. not displayed where should be.
I left the car at the parking space on monday morning, then decided to take public transport back home as I was not near my work place at the end of the working day. I ended up falling sick with a cold and stayed at home that week, when I returned to the parking space on friday I found my car had been towed.
I made my way to the car pound, paid the £240 fee (towing) along with 1x PCN £65 and collected the car. in the car window I found 4x more tickets for £65 each - one per day.
given the circumstances and the fact that I do indeed hold a parking permit for this particular parking bay, this is an outrageous demand in my eyes..
so I challenged all PCNs as well as the towing charge.
the other day I received the responses:
1x PCN was canceled
the others were not.
I have the option to make a representation. however, if this is not successful, the full PCN charge of £130 per ticket is due. this is insane.
my question now, to anyone who is very familiar with this, please can you let me know if the fact that one PCN was canceled is enough ground to justify the cancelation of the other PCNs as well, and the towing charge?
needless to say I am up against time here!
I thank you for your time, it is greatly appreciated as I haven't got a clue who else to ask - the council won't help of course!...

    Don't read the Newbies sticky as it will be of no use whatsoever.

    You really need to register on pepipoo for help with this as it's a council ticket and not private.
  • I thought if you make your representation within 14 days that the offer of £65 is still available if your representation is not upheld.

    unfortnately not - if it is unsuccessful £130 needs to be paid..
