Any number of phone dealers make these calls, on a speculative basis - they have no contract details, as mentioned earlier in the thread.
I discussed this with someone at Orange CS recently, and she said even Orange staff personally get these junk phone calls from people pretending to know something.0 -

Even I got 2 calls from this number offering me an upgrade (my contract with 3 finishes in Dec) from the number 015170***** but when I told them about the deals which I can get from the retailers... they couldnt say anything but it really is annoying...

I just got hit 3 times in 3 minutes by this number.
Googled it, brought me here.
Every time, a single ring, obviously hoping I'd call back.
I grabbed it on their third try, and a nice English chap told me he was from "Clear Comms communications" and that my (non-contract) phone contract was expiring in 8 weeks.
I politely informed him that this kind of scam would not be well received by myself, and asked him to cease calling me - ok, I may not have been quite polite...
Any way, not unusual for a call-centre of this type to be running for 1/2 a dozen shell-companies at once, each company only being open for a few months and skimming the percentages off the call-back charges and then vanishing.
Either way, don't waste your money calling them back, they aren't going to do you any good.

Being a polite person I have trouble being nasty when I receive this type of cold call but I found if you tell them its a PAYG number they lose interest imediately.Join the Sarcasm Appreciation Society.

I asked her how she got this number and she told me didn't know and would I like a new phone. Told her politely to go away and not bother me again. If I hear from them again I'd report them to OFCOM, OFTEL, OFF MY HEAD :-) and at that point she was gone.
I know that these cold calls are fairly random but what's the chance of them phoning a number a few minutes after it was connected by CPW.
