If you don't have an in home display, get a Geo Minim+. This should be simple to solve!
We got one of those (the version that reads the red flashes on the meter) and it was worth every penny. Thanks to what that was able to tell me, I was able to halve our electric usage from £12 a day to £6

Do the neighbours actually have a meter? Can you read it or find out how much they use because it does sound as if you are paying for their electricity. Maybe they are paying for yours or you are paying both.0

..............switch off circuits in the fuse box one by one, looking to see when the consumption drops. By the time all the circuits are off, consumption should be at zero. If it's not, something is connected between the meter and the fuse box.

I also would be looking very closely at your consumer units. Are there actually two plus perhaps a seperate switch fuse. And at your timeswitch - what is it set to /
What are the circuits marked on your consumer units - lights, freezer, ring main etc ............. and on your off peak consumer unit ...... and the switch fuse. As above switch them off and keep reading your meter
There is plenty of scope in your sort of rural setup - farmers will take the easiest way of doing things. I am thinking that there is perhaps a pumped water or sewage to the adjacent buildings.Never pay on an estimated bill. Always read and understand your bill0 -

Look at April to May night reading and that's on E7 something just doesn't smell right.0 -
.........................We have noticed on our smart meter, than it can go up and down almost like a heart beat at times, when nothing is being turned on and off. It mostly sits in the green, but jumps to the orange most of the time when we put nothing on different.........................!
You are describing your In House Display (IHD) which probably sits in your kitchen - it is not your Smart Meter.
Ignore the IHD - just read the meter itself.Never pay on an estimated bill. Always read and understand your bill0 -

I don't know why they've still got E7 as last year they replaced the Elec heating by LPG (apparently with no reduction in consumption)Never pay on an estimated bill. Always read and understand your bill0 -

7.36kW average power during E7 night rate, if my maths is right. If the meter has a pulsed LED it must be flashing like a strobe light.
Killing circuits one by one must lead to the answer, surely??0
