She had told them what she earned. Sent pay slips etc.

I'm honestly not sure at this point, as the OP is either unwilling or unable to say a) if there's a certificate and b) why HMRC decided she wasn't eligible, hence all the ifs. If there was no certificate, I agree that the fine was valid, though, even if the tax credits were awarded because of HMRC's error.
Assuming he's correct about HMRC admitting fault, I know overpayments due to official error may not be recoverable, but to be honest I find the rules about dispute timescales very confusing, so I'll leave that discussion to those who actually understand it.

So they're now saying she's not entitled based on earnings? Or are they saying she would have been entitled based on earnings, but there was some other reasons why she wasn't entitled (e.g. not working enough hours)?
What was the fault they admitted to? Did they mistype her income? Record the number of children incorrectly?
She can't expect people to help properly if she's unwilling to explain what happened. However, if she finds it less stressful to just pay the fines, she is of course entitled to do that.
She told them what she earned the previous year. They said that qualified her. She earned the same the next year, sent the same info and was again told she qualified. This was the same for 6 years0 -
Tax credits can't go back 6 years and change awards unless they use certain powers but they would have to show fraud or serious negligence for that - in 14 years I have only ever seen that used twice. It isn't part of normal compliance processes.
I think you need to give the full details of what exactly tax credits have said otherwise no-one can really help and your g/f will need to get help from an adviser.
