Highgate Village Hayes Parking Notice

I got a 100£ PCN today. I had visited my relative who lives in Vantage building in HighGate village and apparently before entering the car park, i just dropped off my son who urgently wanted to use toilet and moved within a minute or two inside the parking lot to park in the allocated parking that he owns for his flat. The road ahead has been closed and it only has traffic to the apartment.
Firstly as i was new to this whole area and street layout, i was searching if i am entering right road as there were several boards and warnings. My relative was bringing the hob to give it to me to open the parking doors. As i was dropping my son, i noticed and read the board and immediately took the car, i didnt even step out. Now they have sent all photos which apparently shows faces of my family(son n wife getting down), also has a photo where i am driving into the parking lot. And it all happened on a SUNDAY when there was no traffic around or people walking around. I am highly irritated with this PCN as it had never considered newer people may need few minutes to atleast read the board clearly and wantedly having a no grace period. What is this sort of humanity when we dont have this least provision or facility when it is not harming or blocking anyone or anycar and the sole intention was just to get inside the parking lot after reading if its the right way. I want to know how i can deal this effectively to get this cancelled and also if possible to highlight such nuisance to public or the court so that they take some action.
I am also worried that i havent done such offense of non-payment and if the cost will increase exponentially as i delay or have any black mark on my credit report at all. Please suggest how to handle these goons.

council or private company ?
name of council or name of parking company ?0 -
Yes Keith. i have done that.
i am just wondering whats the real consequence of just sending a notice back when they have all valid points or atleast legal points. is it really a fair fight? i am worried0 -

thanks mate. but they have now lowered the board.
However, it took few seconds for me to look at it and read it and as i was new to that area, i was not sure where is my location(actually i was looking for parking entrance for that building, went in and parked in allocated parking after that) and was ensuring if i am entering the right place as there was a lot of construction activities ahead.0 -
Timing is still an issue as it takes time to see, read and agree terms.
There was no contract and you stick to that. This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0 -
*********Please review if this appeal content is ok for a private parking PCN by PCM ltd at Highpoint village entrance near Hayes & Harlington station. **************** thanks in advance ******
Dear PCM Ltd,
Re PCN number: PM0822****
I am the keeper of the vehicle and am aware of your purported 'parking charge'.
We had visited my relative who lives in Vantage building in HighGate village. Firstly as the driver was new to this whole area and street layout, following my navigation tool, the driver had to stop to find if the driver is entering right road as there were several boards/warnings/construction site ahead and was not sure if the driver was entering right path and couldnt grasp any from the moving car.
At the same time, as we were travelling for some time, our son had to urgently pass urine and therefore got down while the driver was trying to understand the route and signs/boards with hazard light switched on shortly. The driver re-assured our path from the relative standing outside and the driver is entering the right parking entrance.
All these things happened in a matter of ~30 seconds or less as seen on your photographic evidence as well.
Car was not parked or left unattended or stopped obstructing anyone's pavement or road and was appropriately litting hazard light for others attention even though it was a deserted road on a Sunday afternoon and made a move into parking entrance swiftly. Proof of our stay at the Highpoint village, allocated parking space that was used can be produce for further evidence.
The driver will not be identified. I require the following information so that I can make an informed decision:
1. Who is the party that contracted with your company and are they the landowner? 2. Is your charge based on damages for
breach of contract? Answer yes or no. 3. Please provide photos of the signs that you say were on site, which you contend
formed a contract with the driver. 4. Please provide all photographs taken of this vehicle. 5. Please provide proof that
the timing of any camera or timer used was synchronised with all other cameras and/or systems & machines.
Do not send debt collector letters and do not add any costs, which would be a thinly-veiled attempt at 'double
recovery'. I will not respond to debt collectors and to involve a third party would be a failure to mitigate your costs
as well as deliberate and knowing misuse of my data.
Should you obtain the registered keeper's data from the DVLA without reasonable cause (e.g. if you do not fully comply
with the IPC Code of Practice in terms of signage at this site, as seems likely based on my research) please take this
as formal notice that I reserve the right to sue your company and the landowner/principal, for a sum not less than £250
for any Data Protection Act breach. Your aggressive business practice and unwarranted threat of court for the ordinary
matter of a driver using my car without causing any obstruction nor offence, has caused significant distress to me. I do
not give you consent to process data relating to me or this vehicle.
I deny liability for any sum at all and you must consider this letter a Section 10 Notice under the DPA. You are
required to respond within 21 days. I have kept proof of submission of this appeal and look forward to your reply.
Yours faithfully,0
