debit card protection- charge back

Hi,
I am seeking some more understanding regarding charge back on my debit card, i couldn't find anything similar on the form so decided to ask. Thank you in advance for any replies.
Couple of month ago my family booked a cottage stay at The Old End, Sheldon in Peak District through the (regretfully) TripAdvisor website. Arrived at the cottage for the stay and it turned out the place was nowhere the standard advertised, not even an acceptable bed to sleep in. The same evening after a couple of hours on the phone to Trip Advisor we and the owner of The Old End cottage agreed to cancel the stay. We were promised a partial refund of 300 pounds of 450 pounds paid if left the place immediately. Even received an email for Trip advisor confirming it. Cutting short we got back and a few days later got an email saying we were NOT to receive any money back as the owner was in right to change they mind.
I have contacted Paypal requesting an investigation but was left with an excuse: they don't cover quality issues under they money back guarantee cover and my claim was rejected.
After contacting the lLoyds bank I was told they could only question 2 pounds that was paid through my Debit Card for the stay as the rest was covered from my Paypal founds.
My question: have I been given right information, I know they if the 2 pounds was paid by Credit Card then i could claim the whole amount through the Credit Card company but not the Debit card?
Is m only option to ever see any money back to go through Small Court Claims?

A debit card charge back can only return the amount paid, at best. There is no section 75 protection.0
