CEL PCN - Sainsbury Greenwich High Road

Sorry for posting this one -- I read the newbie thread carefully and also read the Schedule 4 of the POFA 2012 and I'm confused about using the default templates since I'm not so sure that I have grounds for an appeal, it seems to my newbie eyes that CEL got the PCN right this time...
There was no windscreen ticket. The postal PCN arrived yesterday. The incident was on 23/10/2017 and the PCN is dated of 30/10/2017, so it's not late. They have correct details of the car, photos of the car getting in and out of the car park, details about how to pay and how to appeal. The reason is "Payment not made in accordance with terms displayed on signage". They mention they obtained car keeper details with the DVLA, they explain their reasonable cause for doing it, and explain how to appeal to the DVLA too. They mention they could forward the account to a debt recovery agency which could incur in extra costs, but they don't threat sending me to court or anything too aggressive.
I can post the letter, but it appears they got the wording and requirements right.
The car was parked on this car park by a Sainsbury's Local in Greenwich High Road 237-259. I'm the keeper of the car but I was not the driver -- the driver just stopped by to get milk, bread and a bunch of fruit. The driver says they stayed in the supermarket for less than 10 minutes and didn't notice they should pay to park there. He just started driving around in London and it was the first time they go to this Sainsbury's by car, we'd normally would walk there. Their camera system register a stay of 23 minutes total, which I doubt very much, for which they're asking £100 pounds (or £60 within 14 days).
I complained with the store manager this morning. He was friendly, but said they couldn't help, just recommended me to appeal it.
Most of the templates seems to rely on the letter being late, or getting the POFA terms wrong, or not stating reasonable cause to get the keeper's details from the DVLA. Should I post the letter I received? Should I sent the blue text from the newbies thread anyway?
I'd appreciate very much if you could offer me some advice! Thanks a million!

Start by sending the BPA template in blue. If/when it is rejected you need to construct a PoPLA appeal using all the available template points from the NEWBIES.
These should include at least, Not the landowner, no standing to issue charges in their own name, non POFA compliant NTK, and inadequate signage.
Compare the POFA requirements line by line with the NTK to see what they have missed. Not including the period of parking is one of the ones PPCs often miss.
If the driver didn't see anything about having to pay, then the signage must have been inadequate. Get pictures of the signs to show us.
Do not reveal the driver's identity at any point.
