She is entitled to 30 minutes if the shift lasts more than 4.5 hours.

    17 year lunch breaks

I think 17 years is a bit excessive for a lunch break

Maybe if she worked til 5:30 she can have an hour for lunch. I would prefer a 1/2 hour lunch and leave at 5pm.

For adults it's 20 minutes after a 6 hour shift.

    For 17 year olds it's 30 minutes after a 4½ hour shift.

So long as she has her 30 minutes starting no later than 1.30pm it's legal.

If that doesn't happen you have to look at whether that was a one off, or if the boss is actually a tyrant/breaking the law from arrogance.

But, 30 minutes is legal. She benefits from not having to go the full 6 hours before getting that break and it being a bit longer.

Some industries/jobs are exempt from these rules.

You do realise young persons arrangements differ from an adult employee?

If a shift lasts more than, then a break is required, not after 6 hours though, and it must not be taken at the beginning or end of the shift.
