Complain to BPA and DVLA again, and ignore everything unless and until you receive claim documentation from the court.0 -

You do both. It can only be success for you with a
cancellation letter.
You have been given grief so give it back.
CEL are not suitable to be allowed DVLA access
The BPA already know about CEL, the courts know about
the timewasting CEL
When will the BPA wake up to the CEL rubbish and get
rid of them ..... or is the membership fee more important
