Are you wanting to buy it permanently, so the deeds for the houses change, or are you wanting to have them agreeing to giving you sole use of it so you can get an additional car?
If the latter and you're on good terms with them, I'd offer to rent it from them for maybe 1.5x what a parking permit costs, on an unoffical basis. Will save you a fortune, means there's less pressure on them, but it does mean if the relationship/neighbours changes you lose access.0
