If you were wanting to clone a plate, would you attract attention to yourself by following the car, talking to the owner, and ostentatiously taking a photo - or would you just remember the plate until you could write it down...?0

Could have been for someone else - maybe thought he can stop his mrs/partner borrowing his car if she has an identical one. Might explain why he hasn't called if MOT etc are all clear.
