Is that dated and signed?There is an addendum to a schedule of regulations added to my tenancy that says a permit must be shown or "tickets will be issued with a penalty", but I think this was manually added by the landlord. (note word usage, is not a 'charge' but a penalty)
Was it in place when you moved in, signed and accepted the tenancy agreement?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Was it in place when you moved in, signed and accepted the tenancy agreement?
Yes, it was. It's not part of the main tenancy (which is a standard SAT), and I think it may be specifically for the building managers, as the wording is against the 'owner' in most clauses, listing additional service charges.
Edit: It't an exact copy of schedule of regulations in the original title deeds with additional clauses.0
