He will have an idea (it's published periodically) but it's irrelevant, because he's measured against the local average. These vary widely from the national figure. Again, they're published, but only historically and the current figure may be significantly different.0 -

The national average, first time pass rate, for 2016, was 47.5%.
I don't know what the first time pass rate was, on the 2 occasions I passed first time.0 -

Last time I looked, the pass rate was pretty much the same (46ish%) for 1st, 2nd 3rd, 4th and 5th attempts.
They only published a single figure for 6th and later attempts, which was much lower - about 30% from memory.
This makes sense. I'd expect the pass rate starts to fluctuate soon after attempt 5 as the numbers tested become much smaller and randomness has a greater effect. [At some stage there's only one guy left. The pass rate for each attempt is then either 0% or 100%]0 -
Their "target" system is simple, and is a matter of public record. It is not aimed at "improvement", but consistency.
Each examiner's pass/fail ratio is monitored, to ensure it is not significantly higher or lower than his colleagues at the same test centre. If it is, then it is investigated and if necessary action taken.0 -
It could be possible for a particular examiner to have worked out their own rate, found out what the local average was and (as said above) manipulate it a bit by the decision they make on a marginal candidate when they think they are about to be measured. But that's a lot of work and not necessarily happening at the end of a given month. And avoided by not being marginal... Which in terms of not wasting the cost of the test is the best advice anyway.I need to think of something new here...0
