Why not a standard office PC? No need to spend anything like that amount. My old Asus motherboard based PC from more than 7 years ago runs Win 10 64 bit really well and does all that office type stuff and more.
An Acer from Ebuyer perhaps? This one is £370 and looks to have twin HDMI outputs (is your monitor capable of connecting to HDMI?). BTW, I find running twin monitors really handy.

I'm with Frozen, £350-£400 seems about the right price for a standard tower pc now.
They have become notably more expensive.
