not according to the SUPREME COURT 2 years ago in the BEAVIS case (well , £85 actually but the BPA CoP and the IPC would and do deem £100 to be the limit)
so you and us may think so, but legally that argument wont wash and all the PPC has to do is say BEAVIS your honour , so dont open up that can of worms
here in manchester , you might get a tram ride for say £5 , but if you fail to have a valid ticket they say the STANDARD FARE is £100

You won't win on Grace periods for 17 minutes and would do better to get evidence of the awful signs, in readiness for a strong POPLA appeal. Anyone got a dashcam? If not get a passenger to film driving in there, and parking, and looking for signs, in the same light conditions. POPLA like a video, and photos taken in the same darkness - with no flash - when your main argument will be awful/unlit and scarce signs.
In fact I would appeal to PP in these words, not using a template:The driver drove into Trinity Street car park (Digbeth, Birmingham) around 7pm on a Saturday and was in there for 17 minutes. The cars were with another car. Now - the drivers never got out of the car as they were attempting to find out a) if they had to pay and b) where they could pay. The drivers stayed in the car with the belief being they would drive off if they could not get it sorted before a ticket-man arrived.
The signage was awful - the entire car park seems to be a protected graffiti destination, and as the entrance to the car park are crushed black cars, they are not even sure if there was any signage on the outside, even with it being dark.
Not being able to sort it, along with not being sure if it would be safe/legal to just leave the cars there (there was no clear signage near where the cars were parked that the car park was operated 24/7), the drivers decided to leave.
Was the PCN received within 14 days?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So the keeper appealed (blue text etc) and the main point of their reply was as follows:
"We must therefore request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable UK postal address. If you are unwilling or unable to provide these details the registered keeper of this vehicle will remain liable for this PCN. This information should be provided by 23rd November 2017. Please note, Premier Park Limited will not reply to any correspondence until after the above date, if the requested information is not provided."

I would respond saying that you have already submitted your initial appeal and you have nothing further to add to it. Please get on with making your decision and send me my POPLA code where I will prevail.Please note, we are not a legal advice forum. definitely NOT
either sit on your hands and await a popla code
or write a rebuttal as umkomaas says , then await your popla code
whatever you say of do , YOU , as KEEPER, are awaiting a popla code (or they will cancel which is extremely unlikely)0
