can seller cancel purchase on ebay

Hi if you purchase on ebay and pay can the seller cancel the purchase or is it a binding contract? He says he needs more money for the delivery, but on ebay listing it state free delivery and no mention of xtra charges to the Highlands This is what the listing says after entering my postcode to check delivery cost Free P&P…

You can exclude places like the islands, Highlands etc from your listing on this link

Alternatively you can add the postage cost into the listing. Most non mainland places are roughly the same, if they aren't, take the most expensive and use that.

Don't forget than under 2kg, RM will probably be the cheapest and they don't add remote charges for that weight.
