It fits over a can.. i.e. one of the jack and coke cans (or just about any other can).. it's so your poor hand doesn't get cold (or your can doesn't get warm)0

Its for keeping cans cold. The can has to be cold to begin with and slide it into there and it should stay fairly cold for a while. Very useful this weather.0

I got mine a few days ago and wondered what it was and figured it was either for keeping spirit glasses, bottles or cans cool.
Edit: I've got a Jack Daniels spirit glass that I was given a few years ago and it fits it perfectly.0
