You've been told what to do.
All you need is your proof of postage. You need to ring Paypal and refer them to their own seller protection policy as per my link.
You are covered but it isn't unknown for Paypal to make a mistake and mix buyer and seller up, or even to forget the seller is covered. You need to sort it out.0 -
Follow the advice you have been given and invoke your seller protection0

Paypal saying that because the buyer reopened the case as 'item not described' it has settled in the buyers favour now.0
