One would assume you are making a living out of this and therefore adding fees.
So anyone who receives one of your notices is entitled to ignore them. If it's a genuine mistake that they forgot to pay, they should return to the garage in question and pay for the fuel.
Then where does that leave you?

Exactly what are the "concequences" ? - You missed that one when editing your other spelling mistakes.
Your website is a sham - not even a secure site. No disclosure of fees, no validation of data, payments taken via Paypal only (always a red flag), registered to a residential address etc etc
Anyone that falls for your trick and actually pays you money needs their head examining.
I love the "we'll inform the police that no further action is required" line. Under what legislation are you entitled to issue a PCN to the registered keeper?
Who exactly is going to start criminal proceedings, do you have experience of private prosecutions?
