Will a certified Electrician sign off another persons work?

Before he became NIEIC (?) registered, he had to get a registered friend to 'sign off' some of his work.
There are three signature certificates for Design, Construction and Inspection & Testing. However, these require that inspection and testing is carried out during erection and upon completion, before the installation is put into service. Inspection and testing can never begin after the installation has been erected, as many aspects can no longer be verified. These certificates are not particularly appropriate for domestic work anyway as self-certication means certification of one's own work.0 -

I don't know the exact circumstances, but reading what you say, if his 'certifier' viewed the project throughout, would that be OK??0 -
