Mortgage declined on survey results - advice needed.

Hi,
Myself and my partner applied for a mortgage on a property which we were approved in principal. The application then went through subject to survey.
Natwest were fully informed on potential issues, part of the property was located above 2 takeaways under flying freehold, whilst the greater portion is a regular freehold over 4 stories including the roof terrace. The property has limited access as the main entrance is a hallway leading to a narrow spiral staircase meaning large items have to be lifted in through the first floor balcony double doors.
The other issue is the property, like many in the area are grade ii listed and could mean high maintenance costs.
We chose Natwest as they are the current mortgage holders with the current owners, who took the mortgage out 3 years ago and incurred no issues at all in being accepted.
This is the dream home for both myself and partner and we would hate to not be successful in acquiring it. We have been looking on the market for a few months, with nothing else coming close to being inspiring.
As Natwest currently have the mortgage, would the survey be unfair in allowing us to obtain the loan? And should we continue to be unsuccessful, would it be fair for us to attempt to be refunded on the survey charge? as they knew all of the issues before we made the application.

The answer to your questions is no.
The survey is undertaken by a 3rd party to the lender. The bill is yours to pay.0 -

Thanks Thrugelmir, it just seems odd that they would allow the survey to be undertaken if the information we gave them suggests it does not fit their guidelines.
Re. Anotherjoe: I understand it may seem weird. Everyone has different ideals of course. The takeaways below have no impact on the home, there is no smell in the property from them. The property is very large and open, we cannot even find anything close to this within our price range.
We are in the process of appealing at the moment.
