I though she was selling defective items..............I received a pair of boots last week which were listed as from 'New Look' but they are in fact from a Malaysian company & are burst at the seem at back.0

There is no way of reporting a seller for selling shoddy goods, the only remedy is to do as the OP did and insist seller pays for a return. If it were possible for a single buyer to somehow report a seller and expect a remedy purely on one report, think what havoc could be done by competitors or people out to cause mischief. Also since ebay do not have the items, how can they judge who is telling the truth, or should sellers have no protection at all from malicious reports?
OP has cost the seller two lots of postage and a well worded negative can go a long way to protecting future buyers. If leaving feedback though remember not to mention the case at all and be cautious with the wording so it cannot be removed on complaint.
Just as a point to think about , I sold a vintage piece of jewellery a while back that was described as 'showing tarnish and wear' and dating from around 1950. Buyer initiated a SNAD claim on the basis the item was old and worn- and won- so I paid return post to get the item back.
