Private eye PCN - 5 months to receive

Hi,
I have searched through the newbies thread and can't find the answer, so apologies if I have missed it.
Got two separate PCN's from private eye through on Oct 13th 17, but they are both from late May 17 - so getting towards 5 months old.
Is there a time limit on when they can send the PCN's out? It was via ANPR at a local leisure centre.

Are you sure it is not 'Parking Eye'?
If the PCNs you mention are the first correspondence they will effectively be your Notice to Keeper(NTK) as well.
They are set rules when you should receive your NTK and they are obviously late in your case. Please re-read the NEWBIES thread again with this knowledge.
Your first step is to appeal to PPC as the keeper. Don't mention who the driver was.0 -

Before you do that check to see if you have a ParkingEye "Golden Ticket". After this length of time they may only be able to hold the driver liable - as opposed to either the driver or the keeper.

I believe that there is no time limit on chasing a debt, but they can only take you to court within six years in England. You could not find it in the stickies because it is probably not there. It applies to all debt, not just parking tickets.
BTW, the company is called Parking Eye, Private Eye is a satirical magazine. You need to focus on accuracy in these matters or it could cost you dear.You never know how far you can go until you go too far.0 -

It did not state anything about the registered keeper bring liable, it states "if you were not the driver at the the time, you should tell us the of the driver and current postal address of the drive and of the notice on to them."
So is this a NtK?
Not sure what a golden ticket is... Can't see it on the other pages, sorry is there link?
