Seat upgrade auctions

So we bid for a seat upgrade but were not successful. The upgraded fare was £400 each (2 of us) and we bid £150 each.
However when we checked in we enquired about availability to be told there were 2 seats available on Premium, although not together.
This was with Norwegian.
I'm just trying to understand why they didn't accept our bid? Does anyone have any experience or insider information into this practice?
I've done research which suggests bidding 20-40% of the upgrade ticket should have produced a successful outcome. This was a midweek night flight USA to London.
However when we checked in we enquired about availability to be told there were 2 seats available on Premium, although not together.
This was with Norwegian.

The ones Ive seen have just been for the individual leg.0 -
The price at check-in was £400.
The auctions close 36 hours before check in I think. You get an email saying if you've been successful.Less stuff, more life, love, laughter and cats!
