Are you sure you cant get a ladder up to the roof, I used to clean the top windows on three storey houses off of ladders. you only need to get up to the roof and then free it with a stick.0

I think it is your neighbours responsibility to recover his property with your permission but it is also in your interest to ensure it's recovered without causing further damage. I think I'd start by politely asking what his plan is for recovering it as it is clearly not going to come down on it's own and see what happens.
