As with anything else Brexit related, it is more nuanced than the headlines suggest. I have no doubt that some aren't coming due to potential FoM restrictions, and the fall in the pound has happened since Brexit.
If we focus solely on FoM, then there is a risk that we find the wrong solution. For example, we could solve FoM, but could be missing a bigger issue if non EU doctors and nurses are not coming either.
Does it matter why? We are encouraging them to leave. The pound fell because of Brexit, the NHS struggles because of a weakening economy......Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.0 -

Why not? If they said 100 billion you'd want to pay, so why would the EU walk away from 100 billion of totally free money?0 -
