I was going to say that's surely got to be a temporary repair, then spotted what the last image said.

I would keep an eye on it and if the bag blows off or you have more trouble, when you ring them up mention what's been done so far.
  • As a temporary repair that plastic bag may be ok, but by golly I'm willing to bet that if it's not replaced by a new distribution box soon that rain water will get in and you'll be back where you started!
Water always finds a way in sooner or later.

You cannot call Openreach directly, you go via your ISP , in itself, as others have said, a plastic bag, blown by the wind into the wires and trapped isn't likely to be causing a problem, if a wire was snapped and hanging into the road , you could report it as dangerous directly to OR but not litter tangled up in the wiring.
You can call EE again, but if you insist they call OR out (on a line that is testing OK) and OR find no fault on the external network, you probably would be charged for the visit ( OR charge EE for wasting their time, EE probably pass the charge onto you, ) they even warn you when reporting a fault of this possibility.
Provide more details of the problem, and what steps you have taken so far yourself to eliminate your own kit, and wiring etc as the cause
Wet and windy and the broadband is down again, rang EE, they suggested that I rang BT on 0800 023 2023.

EE ran checks and altered some thing and BB is now back. She said I would get a refund of about £20 for the problems I have had.

    Edit
26th November 2017 wet again and BB down. I spoke to a lovely lady in Darlington who asked me to send to her the photos which I had taken which I did. She then notified BT. She said hopefully it would be resolved by the 1st December 2017.

The block and tail that exists are ancient , so it's no suprise that spares for it don't exist , so a temporary closure and a A1024 for remedial work , to replace the block terminal is the correct way to proceed, but 1024's can be low priority work, even if there are OR staff employed on remedial work, other 1024's issued earlier than this one may be dealt first ( oldest first order.)
If there is a detectable problem, (in other words your provider EE tests your connection ) and can see an electrical defect on the line ( battery or earth contacts, partial short etc) then they should report it to OR and not expect you to contact them yourself...even if all the OR engineer can do in the short term is remove the temporary closure , give the inside of the block a spray with water repellent , and re close with the tempory closure again.
If water ingress was the cause of your latest problem, it's odd that EE could fix it from their end with a few key strokes on a keyboard

BT man here today for 1/2 an hour, most of the time on the telephone.

We now have 3 notes fastened to the pole.

May be one day another BT man may come round and read the notes.

That looks very much like they're just looking at it and updating the label with a new date.

Either that or they're all different responses to your calls with no one checking to see if someone has already been out to see what needs to be done.

I am with EE for the phone line and BB, I send photos to them also.

BT are not fit for purpose. May be Martin could have a go at them?

I have been away for two weeks, EE said they hoped it would be sorted out. No, just as bad again today, (16/12/17), so another long conversation with EE

Openreach man arrived this morning, read the notes on the pole and then rang his boss. He then said it should be sorted out in a couple of days.

About an hour later another Openreach man arrived read the notes on the pole and then rang his boss. He then said it should be sorted by the end of the week.

Both had spoken to the same boss - Mick Carver. The second man said that the first man that day had not completed his job ticket correctly but assured me the work would be done.

He sat in his van for quite a while talking on his phone.

While 50 yards away up the road to the left of the van was another Openreach engineer working on what looks like a more modern junction box.

Well, yes promises again, nothing done. I have just got back from Tenerife where EE locked me into the cheap and nasty service provider Yoigo. Unable to used other service providers. Yoigo do not provide a service at or near the airport and elsewhere the service is extremely poor. Unable to make phone calls for two weeks.

Back to the UK, nothing done by EE or BT, my free data is now used up on my mobile and the internet is down. Calls today to several parts of the UK, usual promises, nothing done upto leaving home tonight and going to a friends to use his internet.

EE have booked another BT engineer to come and have a look at the pole, that's all they do, on Tuesday afternoon.

I thought I would save them time and put a photo on here, taken at 9.44am yesterday, complete with cap of snow!

Engineer called Dave came this afternoon, carried out test on the phone line and had a long conversation with his boss. Dave sounded optimistic, I have to ring him if nothing happens within a week.

His tests did not indicate a problem as I expected, it had been dry all day with sunny periods.

At last, two engineers came this morning, again both great guys, both called Andy. They carried out the work needed to repair the fault. When gripping one of the two lines to the house it snapped off! This has probably been the main reason for the fault all along.

Thanks again to Dave, Andy and Andy for solving my problem.
