I seriously suspect news from the goverment will made things far worse for the end user , starting with alterations regarding railway and airport land , remember , indigo and VCS have upto 6 yrs to start claims

Yes I also gleaned from somewhere that there is some change in the offing about byelaws car parks, which I suspect will not work in favour of consumers. Sounds like BPA suits buttering up the Dept for Transport just like they did to get 'keeper liability' along the lines of:
'waaah, we need this, the security of railway/airport car parks depends on it, blah blah...'.
Honestly, as always, money talks (and lies*). Those involved should be ashamed about what they do.
* the BPA are known to have not told the truth about court figures in 2012. They admitted it later - too late to stop the wheels from turning - after they got keeper liability. Now look where we are with overloaded courts full of baseless parking cases from an 'industry' of money-grabbers and ex-clampers who - by rights, if this Country wasn't broken - should have been kicked into touch 5 years ago.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't think PPC victims and consumers have the resources to compete with the lobbying efforts of the PPC cowboys (didn't David Cameron make an election pledge about lobbying?), but perhaps we could contact the DfT via this link?
