Fine from myparkingcharge.co.uk: Should I Pay it? All details in this Thread

Hey Everyone,
So on the 22nd September, my wife and I received a parking fine from my parking charge .co.uk
This was for a 'parking offense' committed on the 14/07/17 which was non-payment for use of a car park. Our vehicle was caught on an ANPR system. However, the parking meter was out of order on the day so we couldn't pay.
Anyway, the vehicle we were in is leased through our business so the fine went to our lease company who then forwarded it to us.
The fine was originally £60 if paid within 14 days, then going up to £100.
By the time we received the letter on the 22nd September, the 14 days were up and we're at £100. Plus, we've only got until 25/09/17 to appeal the fine (which is tomorrow).
My wife called the My Parking Fine to get it paid so we don't miss any deadlines but said that we intended to appeal it. The operator said if we pay the fine, we had no right to appeal it so we're unsure as to where we stand legally and whether or not it's a legitimate fine or just an 'invoice'.
So I'm hoping someone can help?
I have tried to attach the letter/fine so you can have a look but as a new member, I'm not allowed to.
Any advice is greatly appreciated.

Have you found the "newbies start here" thread yet, this tells you all you need to know about PPC scams.
No it's not a "fine", or an "offense" it is an invoice from greedy scammers that will reject your appeal anyway, they only want your cash.
The "discount" for early payment is really just another money making scam to get you to pay up without a fuss.
Don't phone them again what ever you do and don't tell them who the driver was!0 -

What puzzles me that as it's ANPR to which the ticket is
sent by post, where did you see the £60 discount within 14 days ?
Machines not working is becoming more and more.
I am beginning to wonder if this is a new way the scammers
are voiding any discount as the motorist does not know anything
about it.
You must not pay this scam.
First thing is to check on that pay machine, is it still
faulty
Does it say on the signs that you must not park if the

@Browntoa - Yes, but all this PPC, NTK, PCN acronyms get confusing! I'm still trying to wrap my head around it. I'm not sure whether to appeal or just ignore it.

Never ignore a PCN if it's still within an appeal window.
