Thanks for all the comments, I'll be writing to my MP (again), I did contact him when this all started and he pretended to be interested but then did precisely nothing....
And although I'm fully aware I'm dealing with scammers and am never going to get a sensible response from any of them, it gives me some quiet satisfaction to know that I am wasting their time every time they have to respond to me, and hopefully I am really really annoying them now :rotfl:
Make sure you tell your MP about the new Bill, as in that post by bargepole, so he knows your case is not isolated, and does he know about this discussion about the huge problem of these cowboys?

Much better. And IMO I would agree with you it sounds stupid. Its like me having an electrified gate and getting taken to court because someone got hurt from it. I don't think its illegal so a judge telling me it is illegal is just his opinion and I should be able to continue electrocuting people as I like.

The PPC's would not be in the BPA or the IPC if they didn't have to be in a ATA. The BPA or the IPC wont sanction them because they are their bread and butter.
If you look at the PPC's that have been sanctioned in the past it has taken years of bending the rules or the intervention of the DVLA for any real sanctions to be imposed.
It is a self feeding merry go round the ATA needs to be totally independent and paid for by making keeper details for the PPC's from the DVLA set at a level to pay for it.
Access to keeper details for parking charges should only be available to PPC's who are verified POFA compliant, or a landowner who would need to make a paper request.0 -

A landowner not part of an "ATA" (e.g. BPA or IPC) can make a request for keeper details? I did not know this was the case ... what proof do they have to provide?
They'd need to fill out the DVLA's V888.
