Can anyone help? I've received a parking charge through the post from Parking Eye for Gravel car park Beacon Rd Bournemouth. I only received this today 20/09/17 but the "event" was 30/08/17. I was not the driver. There are also 2 issue dates on the "invoice" 1 being 30/08/17 the other 16/09/17. Am I right in thinking they've not issued this within 14 days of the event or that because I've not received it within 14 days of the event that I have grounds not to pay this. It's for £100 or £60 if paid within 14 days of issue which is confusing as they've put 2 issue dates. I don't know what to do.

read and follow the NEWBIES FAQ sticky thread near the top of this forum
and yes they appear to have failed POFA2012 but check for the relevant POFA paragraph (or lack of) on that NTK
then follow the same advice for similar PE ntk`s from this year with the same issues
this is quite common so plenty of previous advice you can read and use0 -
I take it you are the registered keeper with the DVLA? In which case you have an over 10 days golden ticket, but if the car is leased, then a different tack is required.0

Yes you are right, but you must win at POPLA to kill it off. Once you have read the NEWBIES thread, and also post #3 of it about POPLA stage, I think you will be confirming to us that you have what we call a ''golden ticket''!
You win with this type of PCN - please read Post #3 of the NEWBIES FAQS and compare your PCN back page to the example of a golden ticket (no POFA wording) and confirm, then have a chuckle to yourself as you appeal without saying who was driving!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is that the little car park right adjacent to the propm behind the BIC? Bloody awful signage if so. Pretty small print to indicate "Private Land" on unlit sign at entrance and it's very close to a Council car park almost opposite.

Yes I believe it is that car park. No parking meters have to phone to park. I wasn't driving so only aware of PCN when it came through post. No windscreen ticket. The PCN was issued on 16/09/2017 the "event" was 30/08/3017 so they've not even issued it within the 14 day time period required. Also nothing in writing to say registered keeper responsible if driver isn't named, only that if I wasn't the driver then to inform them who was (not likely mate as I don't legally have to.) And to pass PCN on to driver. I think I'm right in saying as they've not notified me within 14 days of the event then I'm not liable to pay, as no windscreen ticket, plus nothing in writing to say registered keeper must pay if driver not named.0
