  • ah sorry, maybe my post didn't make it clear, apologies for that. The car park was always free for as long as you wanted. It has been this way for years and years

    When i went there in the summer a new restriction had been put in place. You had three hours free parking, after which there was this parking fine. I was not aware of any charge, the signs or anything. So i assumed that it was the same as always has been, parked up, went about my business, then was on my way. The first i knew that I had been fined was when i received the parking fine letter yesterday.

    My point was why didn't they put a pay and display in place. I wouldn't have minded paying a few quid for that at all. And i most certainly would have.

    Instead they choose to employ a parking system that is to catch people out.

    Please, it's not a Fine.

    It is a Parking Charge Notice, effectively an invoice from a private company made to look like an official fine to try and intimidate the unknowing into compliance.
    Instead they choose to employ a parking system that is to catch people out.

    That is exactly how these companies operate, dishonesty, deception and intimidation.

    Because they want parking to be free for a few hours. They own the car park, its not up to you what system they use.
    My local car park had the same system, until someone stole the ticket machines ;)

    One way or another, you exceeded the maximum time. Let's start from there.

    Your point is that you didn't see the wording on the signs, and I suggest that if you were visiting for the first time, you might have taken time to read them, but as you had visited before, you didn't. I can understand that.

    Your course of action will be to try and prove that the signs do not meet the standards set by their trade association. Which PPC was it?

    You then need to go to either the BPA or IPC website and look at the code of practice to see what the requirements are of the signs.

    In addition, what was the date of contravention and date on their letter informing you of the charge. There is a time restriction on them if they try to move liability to the Registered Keeper.

    Who does? How do you know?

    Jeez are you for real - and you are an MSEer! Do you work for a PPC by any chance?

    NO-ONE PAYS THESE ON MSE. These are a scam and almost always winnable - some dead easy to appeal. Don't tell me your 'Supermarket one' was something easy like Smart or Athena or Highview, that could have been quashed with one email, and you paid it??!

    PPCs almost never own the car parks they infest.

    And the person meets the definition of disability, never mind any Blue Badge:
    I am physically disabled. I had a freak accident in January which broke a nerve in my quadriceps, so i find it very difficult to walk at the best of times...that day we had gone for a longer walk up to town and it was because we walked quite far that i had to keep resting which resulted in quite a long time parking.

    That's NOT your appeal point. You don't write saying who the driver was, or saying they should have installed P&D machines!
