You'd need to check with Sky.
Usually, unless it's a new build, or there's never been service at the address before, an engineer shouldn't be needed.
When using a home more service, it usually entails startig a new minimum term at the new address.0 -
If I move home with Sky, will I need to take a new contract for my Sky products and services?
No, you won’t be entered into a new contract if you move with the same products and services. Your existing terms and conditions will apply. If you choose to take any additional products or services you may have new a minimum term attached.

You will be in contract once the service starts and yes its a new contract .
Are you currently in contract with SKY at old address ?? If so you will be required to pay the balance of the contract . Weigh any payments due with the fact that new abode means new customer discounts .
Need BB then use a dongle for a week or two .0 -

No new contract - from Sky's FAQ page

No new contract-your old one continues, as long as the package is the same. Sky are I think unique in this respect. No free lunch, and no free laptop0
