Refused Blue Badge

Below is a letter from my blue badge refusal. I am so confused. It states i walked upto 10 metres and i had to stop twice in this 10 meters but i was refused blue badge.
The guidelines state that if you walk up to 30 meters you are considered as having considerable difficulty in walking.
I was in a lot of pain and coughing and out of breath my whole assessment yet they dont write this.
The report from the Independent Mobility Assessment stated:
During your mobility assessment you were assessed mobilising indoors and outdoors where you walked with 2 elbow crutches. You walked a distance of 10 metres and walked at a very slow pace where you demonstrated moderate pain and discomfort was observed. Whilst mobilising at the assessment you took two rests and were not assessed on the stairs. Based on a mobility assessment outlined above the assessor considers you have some difficulty travelling.
You failed to undertake the exercises that Dependability had set to assess you accurately for a Blue Badge as you felt you were unable to complete them. The elbow crutches you were using were not prescribed by a heath care professional. It has been noted that you have applied for PIP, and you are waiting for the assessment. If you are awarded 8 points or more on the moving around you will then be able to apply for a Blue Badge under the PIP criteria.
The level of walking difficulty demonstrated at the mobility assessment is not considered to meet the definition of „‟virtually unable to walk‟‟ or to have “very considerable difficulty walking” as defined by the Department of Transport and therefore you are not eligible for a Blue Badge.
If you feel that the decision is incorrect, please explain in writing how you meet the Blue Badge
eligibility criteria. You should include medical evidence not previously provided to demonstrate this.
It must be current and relevant and should include information relating to your diagnosis, treatment
and prognosis. This should be done within the 30 days of the date of this letter.
I am appealing, as this is so wrong the distance is well under the limit of 50 meters for pip. I feel as i am being penalised for doctor not prescribing me crutches. He knows i walk with them and need them. Even wrote it in letter. Also they state i couldnt do some exercises. The exercises i couldnt do was to stand on one leg and lift my leg in the air for 10 seconds i tried but couldnt lift my legs. I would fall and injure myself. I virtually couldnt walk at my assessment yet i am refused what do i have to do? crawl?
Please any help is appreciated. I have all the correct medical evidence from doctor but the council are being !!!!!!.

You've probably shot yourself in the foot by not completing the assessment. The assessments are designed for disabled people to complete and should have been do-able even if you did need to take breaks.
What has a doctor prescribed instead of crutches? Anyone can buy things to make their assessments more successful, even if they manage to get a doctor to write them into a letter doesn't mean you necessarily use them. There's a certain disdain in the para community regarding "eBay crips" (people who buy wheelchairs on eBay to pass off as crippled when the chair gathers dust between DWP assessments). Councils will be trained to look out for people who are buying aids just to get through the assessment as most people over 3 and under 65 will qualify through eligibility to PIP/DLA so shouldn't need an independent assessment.0 -
I did do the assessment i couldnt hold my leg in the air for 10 secs i didnt have the power to do it. I lifted one for about 5 seconds and one leg i couldnt hold and balance and the assessor could see this. The aids shouldn't matter as the guidelines state people should not be penalised if not using aids.
My doctor has wrote i walk with sticks and that my mobility is worse. I have diagnoses which over 10 years prove my leg strength is really bad but the council ignore this. My doctor has already done a balance and strength test on my legs and has said i need support to walk. They even has to support me whilst assessing me.
I have a report done by an assessment team who are not employed by the council who are unbiased who can confirm my mobility problems and walking distance.
I think everyone who doesn't qualify automatically through pip is denied even though they qualify under the rules.0 -

My mother is disabled. By that I mean she is disabled, not able bodied and can walk 1 meter, or even 1 foot, she cannot even stand and hasn't been able to for the past twenty years.
My mum would sacrifice all she could to be able to walk the distance you have posted about.0 -

I'm not sure of the relevance of this to the OPs query. There are many people with more mobility than your mother who have blue badges. It's not a case of whose disability is worse than someone else's, more whether people meet the criteria or not.All shall be well, and all shall be well, and all manner of things shall be well.

I automatically qualify because i have Enhanced mobility PIP "moving around part" I recently had to renew my Blue badge. I sent off all my evidence (PIP award notice that clearly stated my award) 1 week later they returned all my evidence with a letter telling me i'd was refused becasue there was 1 page missing from my PIP award. I returned everything they asked for, yet mine still took a further 3 weeks. So, good luck with your appeal because those Blue Badge awards aren't easy without automatically qualifying if you don't then ALL councils have their own criteria. You're not the first to be refused i'm sure.0 -
No they did not contact my doctor i had to get everything from my doctor i even told them to contact my doctor which they didnt do.
The PIP distance is under 50 meters and you get a blue badge. I could only walk up to 10 meters. there are days i cant walk at all.
If i didnt have the crutches i wouldnt be able to walk very far. I would just stay in bed as i couldnt walk. Maybe i should just call the GP and get them to prescribe me crutches just for the sake of blue badge.
I am just very wound up at the moment.0 -
