I have a flexible ISA with Yorkshire Bank.
I want to transfer part of it to another ISA provider and use some of it to buy a bond with a view to replacing the 'bond' money back into the ISA at the end of Tax year.

If I want to transfer part of that ISA does all the balance have to be in place or can just the amount that I want to transfer have to be in place?

eg. If I had £5000 in a flexible ISA but have withdrawn £2000 can I transfer £2,200 from the remaining balance to another provider leaving me with £800 in the flexible ISA and still have the option of reinstating the £2000 that was withdrawn?

It depends, some ISA providers allow for partial transfer of the ISA balance. You will need to check with the NEW provider if they do this.
