A quick question which i'm sure has been asked a million times already but for the sake of clarity..
Can a matured ISA be added onto the current year's allowance?

Well, the way you put it is a bit confusing.
A past years ISA can be transferred anywhere including your current year provider if that provider allows transfers in.0
