During the late 60's (yes kids could be little ratbags even then) I was on a train for over 3 hours with a couple and their absolutely out of control brat.* About 8 I guess, kept running around the compartment shouting, screaming, finally threw a toy which struck me in the head. I looked for a reaction from the parents, who just laughed. So I picked him up and shouted, close into his face, "BEHAVE OR I WILL STUFF YOU THROUGH THE WINDOW!"

The dad stood up, I stood up. He looked at me: I was a very obviously fit soldier then. He decided upon discretion: they walked out of the compartment and the rest of my journey was peaceful. A quiet elderly lady across from me smiled and said "Thank you. I was getting a headache."

Of course, there is no way I would have carried out the threat to that little brat, but he didn't know that. I think it was the first time his bad behaviour had been accounted for. I'm not saying that you should shout at the girl, but her behaviour has to be stopped. Where will this disrespect end? Perhaps your mum is too afraid of upsetting your niece's parents to discipline the child. Are you?

*I'm sorry, but some kids are just that. Brats, who have never been properly raised to respect others. That situation gets worse all the time in this country. Look around you in the shopping malls, listen and watch the behaviour of kids. And adults. And before anyone comments on my post, yes I have kids, and grandkids, they have all been raised to respect others and I have never laid a finger on any of them. Parenting is hard, but worth doing right.
I think this job really needs
    a much bigger hammer.

Have you asked your Mum about it and why she took no notice?

Is it possible that there is something you are unaware of, if there are behaviour problems a strategy told to be used is ignore bad behaviour and praise good (as previously mentioned by other posters).

I wouldn't get involved with the discipline of other people's children unless you are responsible for their care (e.g. Sleepovers, "play dates" etc).

I agree ... To start a thread on it seems ridiculous to me

This is a forum for sharing views and ideas, and I think it fine that OP has asked. Of course they got a variety of responses. I hope some of them have been helpful.
