Beware excess insurance 'admin' charge with Hertz

We recently hired a car from Hertz in Malta and on the hire form it said:
'If the Excess Waiver (12 euros per day!) is declined a minimum of 300 euros administration fee will be charged for any type of damage.'
This looks like a licence to print money as I doubt this fee can be claimed against an excess waiver policy taken out in the UK.

We just successfully got back a "fuel charge" of £29 added to our bill last week at Hertz Oslo airport. We were told there would be no charge if the car was brought back full (it was), then they emailed the statement a few days later and had added the charge. the worst thing i you have to use their email to raise a complaint, and it can take 10 working days to get a reply.
Still waiting to hear how much our road tolls are, it's automatic, and they send you the bill a few days later. We have no idea how many tolls there were on our road trip!0
