Any of the big players will be FENSA registered. Little ones can be too. It allows them to self-certify for Building Regs purposes. No one inspects anything when a FENSA certificate is issued. I always get mine covered under the Building Regs application as it doesn't cost extra when there's already a project ongoing.
We've used plenty of smaller window companies over the years and we have never had a problem with one of them.Everything that is supposed to be in heaven is already here on earth.
