International roaming

I have a UK phone contract, so with the new rules on international roaming calls made in European countries come out of my contracts minutes.
But...
If I phone the Netherlands from the UK it will cost me 20p/minute (not included in my minutes)
However I'm currently in the Netherlands, are phoning both the UK and the Netherlands included in my minutes, or do I still pay 20p/minute to call the Netherlands as if I was still in the UK, or are calls the Netherlands included in my minutes and calls overseas, ie to the UK, now 20p/minute?
Can't seem to find any clarification on TalkMobile's website about it.
But...

While roaming in any EU country, you can call any EU country (inc UK), using your U.K. call charges (or from your bundle of minutes). It came into effect 15th June.0

Calls to the UK from your UK mobile are definitely included in the EU 'Roam like at home' thing that came into force a couple of months ago. So if you have a plan that includes a certain amount of minutes then those minutes are included.
I did think that in-country calls ie roaming in Netherlands, call to Netherlands was also included but I cannot find anything to back that assumption up.0 -
When roaming in any EU or EEA member state or territory all of your calls and texts to landline and mobile numbers in the UK, in the country you are in, and in any other EU or EEA member state or territory are charged at the same rate as whatever you pay for calls and texts to UK landline and mobile numbers while you are in the UK.0

I have Plusnet contract with 1.50 GB data, 1000 min and 1000 texts.
If for instance I am in the Czech republic or in Holland and make a phone call to the Phone Landline and or mobile.
Is there any additional charge for it or it will be taken from my UK allowance as usual as if I was in the UK and calling UK landline/mobile ??

Note, roaming in the I of Man, Channel Is or Switzerland may not be regarded as "EU" by your network. Some include these countries, many do not. Calls from the UK to the rest of the EU (and I of M, etc) are not included either.
As always, check the small print in your network T&Cs.0 -
