Does ANPR capture only the image of the registration number or can the cameras capture the whole of the vehicle inc. who was driving - you know the same type of pictures speed cameras capture?0

It just captures the front and rear end of the vehicle homing in on the number plate, you rarely see much else.0 -
If the landowner had any images, they are under no obligation to provide them either.
Utterly wrong. They are obligated to provide them.

Where the problem arises is that they need to be able to identify you before sending any CCTV pictures. They may reasonably request you to attend their head office to identify yourself, have some photos taken so they can check the footage.
They would be breaking the DPA laws if they sent you pictures of someone else.0 -
As I understand it : an ANPR system runs continuously, and whenever it sees something that looks like a number plate, it logs the image.
For PPC use : ( time out - time in ) = duration = parking charge.
However, for PPC use, it is very much tailored towards making money for the operator, so :
1) By bad image-processing / cropping or otherwise, often only the number plate is shown, so if your white Fiat 500 has been cloned by a black Ford Transit van, you'll struggle to prove it was the wrong Model and colour. The PPC only need the number for a DVLA NTK.
2) The images in between registration grabs aren't recorded, and those of other car's registrations aren't of you ; so the DPA request would give you only those two bad frames.
3) If you double dip ( in at 9am, out at 10am, in again at 6pm, out at 7pm ), but your first exit ( 10am ) is "inconveniently" missed, so you seem to have stayed 10 hours, it is likely that your second entry ( 6 pm ) is either never recorded, or not kept.
CCTV of the general area, or even continuous recording of the ANPR image, would be very helpful to a motorist defending a parking charge - which is why, like Col Oliver North and his shredding machine, it is deleted. If I were Home Secretary, I would insist on continuous recording being a condition of DVLA access. Maybe someone should start a petition.0 -
Or one could simply read the information commissioner's guidelines regarding what should and should not be recorded and duties regarding the use and storage of personal data

"You are not entitled to CCTV footage unless you have very good reason such as a crime."
Utterly wrong, what expertise do you have in this area that makes you think that is the case?

I said "good reason" ..... find me on a walkabout is hardly
good reason ???
As said RD42, don't waste your time and money0 -

ANPR is click and collect and not a movie. For the police it will flag
up if the vehicle is insured and taxed .... not for PPC's
If I were Home Secretary I would ban ANPR in car parks
as they are highly flawed, hence double dipping0 -
ANPRs are banned in council car parks. Why PPCs are allowed to continue to use them defeats me (other than 'friends in high places').Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
