ArgusCarHire Avoid!!!

Just Need an advice on the next step please.

Booked an automatic car to be picked up in Olbia aeroport 4 months in advance using arguscarhire.com. When arrived a very unhelpful girl at noleggiare desk (subcontractor for arguscarhire) told us that they dont have an automatic car for us and we can take the manual for the same price!!! The "minor" problem with this suggestion is that our driving licence is for an automatic car!! After a long conversation with the represenative from arguscarhire it was agreed that we will book the only automatic car that was available at the alternative supplier for £900 (almost £600 more than the original quote) and anguscarhire will refund the difference when we get home and send them an invoice. As you can guess ... Almost 3 weeks later, several emails, phone conversations, chats, promises etc - still no refund. Now Arguscarhire say that we were offered an alternative by the supplier (???? when if their representative spoke to the girl himself and opened the case for us explaining the agreement) and promise to investigate further ... So not only they ruined our first day of holiday but also dont keep their promises and continue to mess us around after holiday. Very disappointing and unproffessional. Every time I called they asked me to send an invoice from the supplier we used (which we did send on several occassions)... And today I was basically told that they dont know when the refund will be made ... because they need to invoice the supplier first ... I suppose the next step either trading standards or small claims court! ??
